Define Purpose and Scope

Clearly articulating the purpose and scope of a stream management plan (SMP) early on will make the process go more smoothly. The motivation for a SMP influences the goals (big-picture, long-term outcomes or desired results), objectives (specific, measurable actions needed to reach the goals) and the tasks and budget of a plan. SMPs can take many paths, and using the stakeholder group to set boundaries for the SMP process or, in other words, define what the process is not, will set expectations of the planning effort in general.
